IRMF (Integrated Results Management Framework), approved at the 32nd Board meeting of GCF, is GCF’s umbrella results framework to access and measure climate impacts that the organization is making through its investments in developing countries and under the goals put forward by the UNFCCC and the Paris Agreement. This is very new policy and completely different from regulations of Vietnam or foreign donors such as WB, ADB, JICA, etc. Therefore, in order to understand and effectively adopt IRMF, on November 7, 2022 VDB proposed technical support for capacity building in implementing this policy at VDB.
Since submitting the technical assistance proposal for implementation of IRMF to GCF, VDB has actively and timely completed and explained some comments to the GCF Secretariat as requested.
On February 14, 2023, the GCF Secretariat sent an email informing that the technical assistance proposal for implementation of IRMF developed by VDB was officially approved by GCF on January 19, 2023 with the amount of $199,870 (equivalent to about VND 5 billion). The implementation time of the project is expected to be within 1 year.
Proposed activities of the project include: (i) conducting a capacity needs assessment and action plan for VDB to meet the requirements of IRMF; (ii) developing monitoring, reporting and evaluation system for VDB to implement IRMF; (iii) developing internal guidelines for VDB to implement IRMF; (iv) conducting workshops/trainings on IRMF for VDB staff./.
