On June 28, 2023, the State Bank of Vietnam (SBV) issued Circular No. 06/2023/TT-NHNN, which takes effect from September 1, 2023. The Circular has supplemented additional regulations on lending operations in accordance with the digital transformation process of the banking sector, and other regulations aimed at removing and creating more favorable conditions for customers to access banks loans. At the same time, the Circular has also supplemented a number of regulations aimed to control risks arising in the lending operations, contributing to ensuring safe and sound banking operations.

 However, in the context of current difficulties in the economy, in order to promote the economic growth, the SBV has promulgated Circular No. 10/2023/TT-NHNN dated August 23, 2023 terminating the effectiveness of Paragraphs 8, 9 and 10 of Article 8 of Circular No. 39/2016/TT-NHNN (already supplemented in Paragraph 2 of Article 1 of Circular No. 06/2023/TT-NHNN) from September 1, 2023 until the effective date of any new legal document regulating these matters.
