Japan provides JPY21 billion to Vietnam in two new ODA projects

Representatives from the Japan International Cooperation Agency (JICA) and Vietnamese authorities on January 16 reached deals on two new ODA agreements totalling JPY21 billion for two projects in Vietnam.

 Yasuo Fujita, Chief Representative of JICA Vietnam and Tran Xuan Ha, Vietnamese Deputy Minister of Finance signed the agreement in Hanoi on an Economic Management Competitiveness Credit (EMCC) support programme and a Support Programme to Respond to Climate Change (SPRCC) project.

The ODA loan is expected to support policy and institutional reform through financial support and policy dialogues to strengthen international competitiveness and Vietnam’s capacity to cope with climate change.
 
Các khoản vay ODA sẽ hỗ trợ cải cách chính sách và thể chế thông qua việc hỗ trợ tài chính và đối thoại chính sách nhằm tăng cường năng lực cạnh tranh quốc tế cũng như ứng phó với biến đổi khí hậu. 
 
Accordingly, the EMCC programme will be implemented in collaboration with the State Bank of Vietnam. It aims to support efforts by the Government of Vietnam based on the positive assessment of policy and institutional reforms implemented from February 2014 to December 2015.
 
Meanwhile, the SPRCC project will support the Ministry of Natural Resources and the Environment with measures to respond to climate change through financial support and policy dialogue. It aims to minimise the harmful effects of climate change by increasing absorption and limiting greenhouse gas emissions, in addition to strengthening the capacity to adapt to the adverse impacts of climate change and responding to issues related to climate change.
 
Along with that, the SPRCC programme will contribute to sustainable economic development through the reduction of the risks posed by natural disasters and climate change.
