Banking sector to proactively identify and remove difficulties in access to credit

At Document No. 953/NHNN-TD dated February 21, 2023, the State Bank of Vietnam (SBV) has requested the SBV provincial and municipal branches, the credit institutions and the foreign bank branches to further enhance the implementation of the Bank - Enterprise Connection Programs in their respective areas; facilitate businesses’ access to bank credit; implement strongly the key tasks and solutions of the banking sector in 2023 as directed in Directive No. 01/CT-NHNN dated January 17, 2023 of the SBV.

 Specifically, the SBV Governor has requested the SBV provincial and municipal branches to organize Bank - Enterprise Connection Conferences in their respective areas in February 2023 to facilitate direct dialogues between the banks and their customers; identify the difficulties and obstacles for the access to bank credit in order to promptly address and remove them.

The SBV provincial and municipal branches must actively coordinate with the provincial Departments of Planning and Investment, as well as other relevant departments, agencies and associations in the province/ city to review the situation of bank credit access of the local enterprises; collect information about any enterprise that cannot access credit, and has been denied by which bank, as well as the reason(s) for the denial. This information must be publicized and justified at the Bank - Enterprise Connection Conference.
In addition, the SBV provincial and municipal branches are also requested to establish hotlines (telephone numbers, email addresses) to receive feedbacks and complaints from the people and businesses; request the commercial banks operating in the province to take responsibility for addressing and responding to the people and businesses’ complaints, and to report on the results to the respective SBV provincial and municipal branch in order to summarize and send to the SBV (via the Communications Department) to post on the SBV's web portal.
The SBV provincial and municipal branches shall also report on the implementation progress of the above instructions to the SBV (via the Department of Credit for Economic Sectors) by February 28, 2023 in order to consolidate and report to the SBV Governor.
Regarding to the credit institutions, the SBV Governor requested them to further promote the effective implementation of the Bank - Enterprise Connection Programs as directed by the SBV Governor in Document No. 2668/NHNN-VP dated April 17, 2014; Document No. 4426/NHNN-VP dated June 13, 2016; Document No. 2173/NHNN-VP dated March 30, 2017; Document No. 2215/NHNN-VP dated April 06, 2018; and Directive No. 01/CT-NHNN dated January 17, 2023.
The credit institutions’ branches need to actively participate in the Bank - Enterprise Connection Conferences held in their respective areas; register their credit plans with the relevant SBV provincial and municipal branch right at the beginning of each year; proactively engage directly with their customers to remove any difficulties in establishing credit relations, and create favorable conditions for their customers to access bank credit resources in accordance with the provisions of law.
Moreover, the credit institutions are also requested to establish their own hotlines (telephone numbers, email addresses) to receive feedbacks and complaints from the people and the businesses. And the credit institutions’ branches must take responsibility for addressing and responding clearly to any queries of the credit institution about granting credit in a specific case; proactively and promptly handle with any difficulties and obstacles in the system; report to the local authorities, the SBV, the relevant ministries and agencies on any difficulties or obstacles that go beyond their areas of competence; make proposals and recommendations during the implementation process.
Finally, the SBV Governor requested the Chairpersons of the Boards of Directors/ Boards of Members, the General Directors of the credit institutions, the Directors of the SBV provincial and municipal branches to be directly responsible for implementing the substances in this Document in a quick manner./.
