Conditions and standards for copying and photographing Vietnam's currency

In Decree No. 87/2023/ND-CP dated December 8, 2023 regulating the prevention and combat against counterfeit money, and the protection of Vietnam’s currency, the Government has issued specific regulations for the management of the copying and photographing of Vietnam’s currency. This Decree takes effect from February 2, 2024.

 Accordingly, all agencies, organizations and individuals are only allowed to copy and photograph Vietnam’s currency upon having met all of the following principles:

 
All copies and photos shall not change the image(s) of Vietnam’s currency, except for zooming in or out, or copying, photographing at an angle and at the same scale, while still ensuring the integrity of the national emblem and the portrait of President Ho Chi Minh on the front side of the banknote(s).
 
It is not allowed to extract, modify or combine a part or all of the image(s) of Vietnam’s currency with any contents, sounds or images that are vulgar, pornographic, related to social evils, violence, crimes, or any other contents, sounds and images that are in violation of the history, culture, ethics, traditional good practices, or Vietnamese laws.
 
The copying and photographing of Vietnam’s currency shall not be for commercial purposes, and shall not be used to collect money in any form, except for the usage in the press, documentaries, or for library archives for research, or photographing or making videos about Vietnam’s currency, which will be displayed in public places to introduce and educate about Vietnam’s currency.
 
The organizations and individuals mentioned in Paragraph 1 of Article 19 of this Decree must ensure the usage of the image(s) of Vietnam’s currency for the right purpose(s) when copying and photographing Vietnam’s currency.
 
The Decree clearly stipulates that in addition to the principles mentioned above, the agencies, organizations and individuals copying and photographing Vietnam’s currency are also required to meet one of the following conditions and standards:
 
Copying or photographing a portion of the image or the pattern of Vietnam’s currency, not exceeding one-third (1/3) of the front or back side of the banknote;
Copying or photographing one side of Vietnam’s currency with the length and width of a banknote, the diameter of a coin being less than 75%, or over 150% of the actual size of the banknote or the coin with the same denomination;
 
Copying or photographing both sides of Vietnam’s currency with the length and width of a banknote, the diameter of a coin being less than 50%, or over 200% of the actual size of the banknote or the coin with the same denomination;
 
Copying or photographing the image(s) to make electronic copies to be posted on the internet with a maximum resolution not exceeding 72dpi (Dots Per Inch) with the actual size of the banknote or the coin with the same denomination;
 
The above mentioned conditions and standards shall not apply to the State Bank of Vietnam (SBV), the printing and minting units, or the currency examination agencies as prescribed for in this Decree.
 
In case other agencies and units under the Ministries, ministerial-level agencies, or Governmental agencies which seek to be exempted from applying the above mentioned conditions and standards, they are requested to send written documents in advance to the SBV regarding the information and intended usage of the copies and photographs of Vietnam’s currency./.
