On the occasion of Prime Minister Nguyen Tan Dung’s official visit to France, Governor Nguyen Van Binh of the State Bank of Vietnam (SBV) and Mr. Robert Ophele, Director General Operations of the Banque de France signed a Memorandum of Understanding (MOU) on Information Exchange related to banking supervision in Paris on September 25. The signing ceremony was witnessed by Prime Minister Nguyen Tan Dung and his French counterpart Jean - Marc Ayrault.

The MOU includes six items stipulating the obligations and rights of the parties in the exchange of information for the purposes of consolidated supervision, licensing, handling of credit or financial institutions of a country in other countries, anti-money laundering and anti terrorist financing; and the regulations on confidential information exchange. The signed MOU will contribute to strengthening the cooperative relations between the two countries, hence creating a framework to encourage credit and financial institutions to establish commercial presence in the two countries.
