From 12 to 15 October, 2015, Vietnam Development Bank, as institution chairing of the training committee of the Asian Exim Bank Forum (AEBF) for the period 2015-2016, has hosted a seminar in Nha Trang city with the theme "Financing value chain for export promotion" which had participation from 10 AEBF’s official members, observer organizations including the Asian Development Bank, a particular member of the Forum. Besides, Vietnam governmental policies making agencies as State Bank of Vietnam, Ministry of Industry and Trade also joined the program.
Supply chain or value added chain financing is not a new concept to the developed countries. However, for AEBF members, supply chain financing in general and supply chain financing as a tool to boost export business are relatively new. While all of the participants agreed this financing scheme is one of the best effective measures to enhance the economic development in sustainable and durable way by connecting domestic producers with exporters, it is still difficult for the government and implementing agencies to define and put in practice this activity.
At the forum, besides the lecture by Dr. Phan To Uyen, professor of Ha Noi National economics University, practical experiences were presented by organizations such as Export - Import Bank of Malaysia (MEXIM), India Export-Import Bank (India Exim), the Philippine Export - Import credit agency (Phil EXIM) ... For MEXIM, supply chain financing operation is currently applied to the automotive production industry. By providing factoring or payment guarantees with equipment suppliers of Proton, the leading car manufacturer in Malaysia, MEXIM acts as catalyst to promote the more proactive participation of other commercial banks in this specific market. For India ExIm Bank and the Philippine Export-Import credit agency, scope of financing is expanded mostly to the SME including both in the sectors of manufacture and service with export output. Some AEBF members are Thailand Export-Import Bank, China Export – Import Bank, Vietnam Development Bank are still in the process of research. At the conference, they have expressed their views and orientations for this activities based on their actual situation and their governments requirements.
