MS Finance is permitted to perform the operations of a finance company in accordance with applicable laws and SBV regulations, including: (i) Mobilizing capital in the forms of receiving deposits from institutions, issuing certificates of deposit, bills and bonds; borrowing from credit institutions, domestic and international financial institutions in line with laws; borrowing from the SBV in the form of refinancing in accordance with Law on the State Bank of Vietnam; (ii) extending credit in the forms of lending, including installment loans, consumption loans, discount and rediscount of negotiable instruments and other valuable papers; issuing credit cards; (iii) other operations: opening deposit account at the SBV; opening payment account at commercial banks and foreign bank branches; opening account at foreign banks in line with legal texts on forex; opening deposit account and account to manage customers’ loans; contributing capital and purchasing shares in compliance with SBV regulations; being as insurance agents; providing consultancy services in the fields of banking, finance and investment; providing asset management services; participating in biding treasury bills, purchasing and selling negotiable instruments Government bonds, treasury bills, SBV bills and other valuable papers in line with laws; being trustor to receive capital from the Government, institutions and individuals to extend credit in line with SBV regulations; guaranteeing the issuance of Government bonds, acting as an agent in relation to issuance of bonds, shares and other valuable papers.

 

MS Finance is required to comply with Vietnamese applicable laws.
