On the morning of 28 January 2026, at the Headquarters of Vietnam Development Bank (VDB), Mr. Le Van Hoan, Chairman of the Board of Directors of VDB, held a working session with the delegation of the Association of Development Financing Institutions in Asia and the Pacific (ADFIAP), led by Mr. Enrique I. Florencio, Secretary General of ADFIAP.
The meeting took place within the framework of ADFIAP’s working visit to Vietnam to implement the project entitled “Study for Market Creation of Pre-disaster Risk Reduction - Adaptation Solutions through Finance", jointly conducted by ADFIAP and the Japan Economic Research Institute (JERI). Under the Project, Vietnam has been identified as a priority focus country due to its high vulnerability to natural disasters and climate change impacts.
At the meeting, Mr. Enrique I. Florencio expressed his sincere appreciation for the warm reception and strong support provided by VDB, particularly in facilitating connections between the ADFIAP delegation and key stakeholders in Vietnam. This support has played an important role in enabling the delegation to collect essential data and information for the development of the Project. The Secretary General highly valued VDB’s active contributions and constructive engagement as a member of ADFIAP and expressed his wish to further strengthen cooperation between the two institutions in the coming period.
In his remarks, Mr. Le Van Hoan, Chairman of the Board of Directors of VDB, thanked ADFIAP for its trust and for selecting VDB as a partner during its activities in Vietnam. He emphasized the important role of development finance institutions in promoting climate finance, adaptation finance, and disaster risk reduction, and reaffirmed VDB’s commitment to closely cooperating with ADFIAP in initiatives and programs aligned with Vietnam’s sustainable development orientation and national priorities.
Mr. Enrique I. Florencio also expressed his hope that VDB would continue to actively and deeply participate in ADFIAP’s events and activities, including the ADFIAP Annual Conference scheduled to be held in May 2026 in Colombo, Sri Lanka, as well as other policy dialogues and technical forums related to development finance, climate finance, and disaster risk management.
Following the high-level meeting, ADFIAP and VDB conducted a technical working session to further discuss and exchange views on key components of the ongoing research project. The discussion focused on clarifying the role of development finance institutions in building and developing markets for financial solutions aimed at disaster risk reduction and enhancing disaster resilience in Vietnam.
The working session reaffirmed the effective and increasingly substantive cooperation between VDB and ADFIAP, contributing to the promotion of regional cooperation in development finance and climate change response.
