On the morning of February 5, 2026, at the headquarters of Vietnam Development Bank (VDB), Mr. Dao Quang Truong, General Director of VDB, held a meeting with Mr. Uday Garg, Founder and Chief Executive Officer of Mandala Capital, to discuss cooperation orientations in the field of climate finance and climate adaptation investment in Vietnam.
Mandala Capital is an impact investment fund established in 2008 and headquartered in Singapore, focusing on investments in agriculture and food systems, agricultural supply chains, and climate adaptation solutions across South and Southeast Asia. Mandala Capital is currently a partner of various development finance institutions and international investors, and is implementing large-scale investment initiatives with the participation of funding from the Green Climate Fund (GCF).

At the meeting, Mr. Dao Quang Truong highly appreciated the role and reputation of Mandala Capital in the field of impact investment, particularly its financial initiatives aimed at promoting sustainable agriculture and enhancing climate resilience in developing countries. The General Director affirmed that VDB, as a policy bank of the Government of Vietnam, is always ready to cooperate with international partners to mobilize and effectively deploy financial resources in support of Vietnam’s green growth and sustainable development goals.

Mr. Uday Garg expressed his sincere appreciation for the warm reception by VDB’s leadership and shared information on Mandala Capital’s activities and investment plans in Vietnam under the Mandala Capital South & Southeast Asia Food Programme (MCSSEAFP), which focuses on climate adaptation in the agriculture and food sectors across several countries in the region. In recent years, VDB and Mandala Capital have established and gradually advanced their cooperation through the signing of a Memorandum of Understanding (MoU), information exchange, and technical discussions regarding the potential deployment of climate investments in Vietnam.
Following the courtesy meeting, VDB chaired a technical working session with Mandala Capital to further discuss the scope of cooperation, implementation mechanisms, and coordination steps in the coming period, ensuring alignment with VDB’s functions, mandates, and applicable legal regulations. The meeting contributed to further strengthening the cooperative relationship between VDB and Mandala Capital, opening up prospects for mobilizing and effectively deploying international financial resources for climate adaptation and sustainable development projects in Vietnam./.
